Job Description:

Harris Space and Intelligence Systems is looking for a Program Manager for the Environmental Solutions (ES) Sensor Business Area (BA) for a space application program.  Program Manager is responsible for the overall program management of a contract accountable for program execution, customer satisfaction, and financial performance. 
This position will have a direct interface with customer, suppliers and stakeholder leadership.  The role includes responsibility for guiding Harris’ employees in their work and influencing them to deliver their best and to act within the Harris corporate values.  The key responsibilities include:

Essential Functions:

  • Accountability to Customer and Harris ES Sensor BA for overall program performance commitments to include:
    • Customer Satisfaction: Continually delighting our customers with our values, responsiveness, and overall mission performance
    • Financial: Orders, sales, operating income, investment, cash flow, and program budget
    • Schedule: Timely, responsive, and successful completion of all program activities (informal) and deliverables (formal)
    • Quality: Program deliverables meet or exceed Harris and customer expectations
    • Ability to work between and bridge program and supplier performance with Harris business financial performance  
    • Ensure clear understanding and communication of program status, changes, and performance to the Customer and Harris ES leadership
    • Responsible for managing the cost, schedule, and technical performance requirements of a program through all lifecycle phases
    • Responsible for program change management, controlling program performance measurement baseline of cost, schedule, and performance
    • Responsible for high-level relationship management
    • Directs the preparation of program proposals, business plans, proposal work statements and specifications, operating budget, and financial terms/conditions of contract
    • Ensures that all resources such as engineering, manpower, production, and facilities are available to support the program
    • Works with customers to align mission needs with new business opportunities
    • Directs the work of employees assigned to the program from technical, manufacturing, and administrative areas
    • Solves highly complex problems with significant business impact
    • Interacts internally with management and customers on significant business matters
    • Development and management of financial forecasts
    • Financial forecast inputs will be assessed and judged to provide high-level management and Annual Operating Plan and 3-Year forecast recommendations
    • Identifies risks and creates opportunities to manage the operational or market risks for a project or program
    • Identifies opportunities to expand sales to existing customers or sell programs to new customers
  • Coordinates and monitors major subcontractor activities, deliverables, and finances
  • Develops, reviews, and approves plans, schedules, subcontract agreements, and other program documents
  • Prepares and provides required reports, briefings, and technical reviews to senior management as requested


  • Bachelor Degree in Engineering and minimum 9 years of prior relevant experience or Graduate Degree and a minimum of 7 years of prior related experience; or equivalent
  • Experience in either STEM related field and/or Program Management
  • Experience managing program(s) with annual revenues of $25M+
  • Experience managing a program workforce of approximately 75+
  • Experience managing multiple subcontractors and suppliers in a performance based environment

Preferred Additional Skills:

  • TS/SCI Clearance
  • Masters in STEM field
  • Experience in spaceflight programs, infrared remote sensing, overhear persistent infrared surveillance, or meteorological phenomenology
  • Experience in Earned Value Management
  • Project Manager Professional (PMP) certification
  • Experience in strategy development; aligning internal capabilities with external needs to capture new business opportunities
  • Experience planning, organizing, and directing work that provides best value solutions to the customer and Harris.
  • Can develop broad, cooperative relationships with numerous groups and individuals, even when having no direct authority over them
