Job Summary
The Director, Contracts leads the contracts management, order management, government property, and export/import compliance functions of the division.  In this role he/she will develop and implement risk abatement, risk mitigation, and risk management strategies.  This leadership position recommends and implements strategies, and develops operational plans/goals that directly impact functional and business area achievements.  The Director, Contracts advises management on division and Company policy requirements, and contractual rights and obligations for government and commercial contracts with domestic and international customers.  The Director, Contracts staffs, directs, develops, advises, and manages one or more departments consisting of employees performing contracts administration, order management, government property, and export/import-related assignments.  In this role the Director ensures organizational alignment for proposed commitments and secures appropriate division level approvals.  This leadership position maintains governance policies for the division and provides related advice to management.  The Director, Contracts is accountable to the Division Vice President / General Manager for maximizing division contract profitability; accurate and timely interpretation and application of contracts, adherence to export/import laws, and compliance with policies and procedures.  In this role the Director will interact regularly with internal & external senior management on significant matters.  The Director will establish objectives and long term goals for the contracts function.  This leadership position monitors personnel rotation, balances sector objectives with employee career progression, and determines the optimal solution.  The Director, Contracts provides managerial and advisory support to sector directors as well as applicable Contracts Senior Leadership.

Roles & Responsibilities
  • Direct the division�s Contracts, Order Management, Government Property, and Export/Import Compliance functions with responsibility for establishing standards and operating controls, monitoring activities, and implementing new concepts and techniques in compliance with customer needs and the objectives of the division
  • Advise sector president and support personnel on contracts related issues
  • Review, assess, and lead contract negotiations for the division
  • Supervise preparation and administration of contracts and purchase/delivery orders to include a review of documents such as descriptions, government furnished property, availability of funds, justifications for sole source, brand name purchasing, and delivery requirements
  • Review proposed documents to ensure contractual correctness and compliance with  regulations
  • Direct and monitor all export/import related operations ensuring organizations are advised of all requirements and expenses associated with transportation and logistics for current and projected international programs
  • Coordinates the resolution of major customer problems or complaints
  • Develops and trains staff in all areas of the department
  • Represents the division as the FCPA lead
  • Ensures division compliance with contract terms
  • Other related duties as assigned by supervisor

Education
  • A bachelor�s degree in business administration or related field, or equivalent education and experience
Experience
  • Fifteen years of experience in contracts, order management, government property, and export/import compliance that includes previous managerial responsibility
Knowledge
  • Contract administration procedures and negotiating techniques, government and industrial contractual language, regulations, and practices, including a deep understanding of Federal Acquisition Regulation (FAR) / Defense Federal Acquisition Regulation Supplement (DFARS), and foreign procurement practices
  • U.S., domestic, foreign, and international regulatory agencies, laws, regulations, requirements, and procedures as they relate to division export/import transactions
  • Government Property requirements and related policies and regulations for both the division and government
Skills & Abilities:
  • Effective verbal and written communication and presentation skills
  • Interpret government and industrial contractual language; interpret and apply U.S. and foreign government and international regulatory agency laws; negotiate complex contracts involving extremely large financial considerations
  • Ability to balance customer requests with company objectives, capabilities, and obligations
  • Resolution of substantive customer/company complaints, problems, or impasses through negotiation or the use of innovative contractual concepts
  • Administration, analysis, leadership, people management, short and long term planning, problem solving, proposal preparation, negotiations, export/import, and administration of contracts, government property, and export/import compliance

  • Department of Defense Top Secret clearance
