Job Description:

The L3Harris Imaging Division in Wilmington, MA designs and manufactures unique, cutting edge optical solutions.  This site is an industry leader in the design and production of optical telescopes, mechanisms, and payloads for both land and space use, in both the commercial and non-commercial markets.  We develop and manufacture products that solve some of the toughest optical challenges out there, an example of one of these challenges is a telescope for NASA’s New Horizon mission.  This telescope, which took the first close up pictures of Pluto ever, was designed and built at this Wilmington facility  (https://www.nasa.gov/mission_pages/newhorizons/images/index.html).  The spacecraft with that telescope is currently beyond our solar system, one of only 5 man made objects to be in deep space.

This team is looking to add a Program Operations Manager to lead our F-35 Fast Steering Mirror assembly cell.  This individual will have 10-15 technician direct reports, providing day to day direction on work assignments and priorities.  This person will coordinate closely with the Program Manager, Material Management, Production Control, and Manufacturing Engineering with a focus on improving delivery and customer satisfaction while also reducing cost using lean and other techniques. 

Essential Functions:

  • Lead a team of technicians in support of the production and testing of the F-35 fast steering mirror
  • Execute goal setting and performance reviews with employees, implement development plans for each employee
  • Develop and maintain capacity, utilization, and efficiency models by work area, identify gaps and drive improvement to ensure weekly objectives are achieved
  • Develop and maintain skills matrix and training plan, identify staffing needs
  • Identify and implement e3 continuous improvement initiatives to drive efficiency, quality, cycle time/schedule improvements
  • Develop and deploy LEAN and other continuous improvement strategies – implement rigorous formal GEMBA program
  • Implement, track and submit Monthly Operations KPIs in support of the group, provide analysis and recovery plans for any metrics not meeting targets
  • Partner with other operational functions, engineering, and programs to drive cross-functional improvement opportunities
  • Participate and drive for adequate RCCA for all escapes and critical non-conformances – communicate issues and lessons learned across department, site, and business boundaries as needed
  • Implement safety improvements and lead safety activities and investigations with the group, drive the identification and reporting of safety concerns, lead implementation of resolution of reported concerns
  • Lead safety initiatives in the area in coordination with EH&S
  • Develop plan and execute cell footprint optimization, balancing customer output requirements and cost targets – target to improve square footage efficiency by 40%
  • Option to lead other technician areas of the organization, and/or F-35 manufacturing engineering

Qualifications:

  • Bachelor’s Degree and minimum 6 years of prior relevant experience of graduate Degree and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.

Preferred Additional Skills:

  • Candidate should have a general knowledge mechanical assemblies, electrical assemblies, structural bonding, FOD control, process layout and procedure writing.
  • Lean (Green Belt, Black Belt) certification
  • Knowledge of program and project management techniques and tools
  • Familiarity with AS9100/ISO9001 industry standards
  • Fabrication of reflectors, lenses, electrical assemblies, opto/mechanical alignment.
